Who told you viet nam had the 2nd biggest military?

The most that viet nam ever came to was 3rd largest army and 4th largest military in the world, but those were in the 70s/80s

China - 10M
USSR - 7M
Viet Nam - 5M

Is this the one you're looking for?
http://en.wikipedia.org/wiki/List_of_count...of_total_troops

It's Wikipedia so you should take it with a grain of salt. It seems the source of the Wiki article is: PDF It seems professional enough for me. http://www.csis.org/about/ But I doubt their interpretation. I think Paramilitary and Reserve Force in Vietnam is not mutual exclusive. And the guy who wrote the Wiki article can't do some basic math. It's impossible to have 53 soldiers per thousand citizen if the total troop 9,564,000 is correct. Vietnam doesn't even have 100 millions population, let say 200 million pop.

Vietnam's population is 84 million. The government has a small, professional military but can call on much larger reserves. But Vietnam is hardly a garrison state, like say DRPK.
