i don't know what the article is call becAUSE my dad told me about it ..... the article is about a viet scientist in vn that found a formula that turn alcohol into oil or something like that and that he ask for like $6 million dollars ... does anyone here know where i can look for the article?

Who cares. Doesn't sound like big news. I mean if he magically easily turned alchol into gasoline, $6 million is too little for such a miracle. The fact that he asked for only $6 million probably implies that his invention probably isn't of much importance.
Besides the use of alcohol as fuel is already used with Ethanol anyway.

lol from what my daddy told me since i didn't read it ...... other countries offer him $10 million for his formula but he sell it to the viet gov
