Theo các nhà nghiên cứu, thẻ bài này là một loại huy chương của vua Hàm Nghi dùng ban thưởng cho các nghĩa quân trong phong trào Cần Vương

What was the Can Vuong movement all about?

In a nutshell, Can Vuong was the movement designed by Ton That Thuyet and Nguyen van Tuong - Ham Nghi's most trusted and senior mandarins - to fight French control on the Vietnamese throne.

It was poorly planned and executed. Ham Nghi was caught by the French and sent in exile in Reunion island. Ham Nghi later married a French woman and lived out his days on the island. Both TTT and NVT committed suicide.

Ton That Thuyet and Nguyen van Tuong were ignorant men. They didn't know then that China was even weaker than Vietnam at that point in time. They advised Ham Nghi to give away Tonkin (North Vietnam) to China in order to save it from the French whom they perceived as evil and uncivilized.

I am only speculating but The Bai is the Vietnamized version of Kim Bai (Chinese Jin Pai) or Gold tablet. It's what the emperor or king used in the old days to issue special orders or directives.

Kim bai doesn't have to be gold. Some where made of silver or other lesser metals.

Kim = gold

I think the emperor has a prestige to protect. Anything that carries or signifies his word or his order has to be made out of precious metal.
