Sorry to cut you off there, Dai Viet. I just got to say what first came to my mind.
I would allow protestantism as an official religion.
I would make the killing of dogs for meat illegal.
I would put better environement laws and protect the endangered species like the 5 of the top 20 endangered species of apes are actually from Vietnam, and Vietnamese cutting down trees where they live could make them extinct one day since there are only about 200 of these types of apes left.
They were thought to be extinct in the world a long time ago but then some were found in Vietnam.
I would buy some submarines.

I would allow only protestantism,catholicism and Buddhism to be practice. Well Confuciousnim as well but that's not really a religion and is more like a philosophy.
I wouldn't allow Islam, considering Vietnam is basically terrorist free and many Western countries want to work with Vietnam because of that, and I think Vietnam is terrorist free since Islam is not an official religion in Vietnam.
