According to the itinerary for stopping motorbike registration in the last five urban districts proposed by the Hanoi People’s Committee, the districts of Cau Giay, Thanh Xuan, and Tay Ho will cancel motorbike registration by the year’s end, or in early 2005.

The last two of the nine urban districts, Long Bien and Hoang Mai, will follow by 2008.

Previously, four urban districts including Hoan Kiem, Hai Ba Trung, Dong Da and Ba Dinh ceased motorbike registration in August 2003.


I'm still confused, I just saw it and wanted to know, "why?". Does this mean they are putting a stop to motorbike usage?

I don' t think so. That's just consolidation. It's simply not efficient to register motorbikes on the district level. I think the government is going to create something like a countrywide DMV to take care of motor vehicle registration.

Yeah, I don't know the reasons for this either. Perhaps someone else know about this proposal can elaborate.
The best guess I can make is stopping motorbike registration is a discouragement for their purchase which may ease the traffic problems over there.

The way to ease traffic is to develop and diffuse the infrastructure (road, telephone, electricity, plumbing etc.) to other places. Right now everyone wants to be in Saigon because it is where the infrastructure is.

The Vietnamese government lacks the expertise on urban planning and the will to solve the development/redevelopment problems. By not doing anything years ago, it creates the current major urban mess. By waiting now, they will create a complete deadlock a few years from now.

It seems as though transportation isn't a point of priority for Ha Noi, the only project I've heard is the installment of two metro lines in the next few years but that's in Sai Gon.

It never was. I doubt that Uy Bang Nhan Dan Thanh Pho knows anything about fire protection, traffic gridlock, water resources, ambulatory care et al.

Hanoi is even worse. It still has an antiquated sewer system dated back from 19th Century. Many houses in Hanoi simply don't have any plumbing at all.

I don't know. That remains to be seen but I guess they don't think so at the moment.

Yes I think Urban Planning 101 needs to be a required course for every single one of our ddo^`ng chi'

DMV = Department of Motor Vehicles, the most cramped places you'll ever find in the U.S.

There has never been a positive experience for me with regard to any State government agencies. They are all a bunch of sorry human beings.

I guess the bigger the city that particular DMV belongs, the nastier its agents get. Possible reasons, IMO:

All kinds of odors from all kinds of male clients.
Too many confused foreigners who don't speak English.
Too many hard to read names.
Too many people in general

However, I'd seen nicer ones out there, too.

CA DMV is the most corrupt, inept, inefficient and dysfunctional of all State agencies, yet due to its powerful lobby, it succesfully fought off a number of attempts to privatize vehicle registration service.

I guess most American companies/institutions don't have a great tradition of customer service.
