Ho Chi Minh encouraged Vietnamese people to exercise regularly. I think he said if you have a healthy body you will have a healthy mind or something.

Yeah it has already received several Sukhois. More are on the way.
It's seems like the Vietnamese military is being neglected after the the Vietnam War and subsequent border war with China. Only around 1.5% of the GDP is allocated to the army, which is around $700 million. The army is to a certain extent self-sufficient because they own many enterprises, including Vietnam's third largest mobile operator, Viettel.

^ Vietnam never have MiG-29s. Up to date the most modern fighter planes in the Vietnamese inventory are the Su-27 Flankers, and four Su-30 delivered not so long ago.

Are you quite sure? I remember reading about Vietnam acquiring a handful of fulcrums.
But I suppose I could be wrong.

I heard that prior to the collapsed of the Soviet Union, 45 Fulcrums were earmarked for Vietnam, but due to economic problems, the defunct Soviet state never deliver it and Vietnam don't have the funds to purchase them.
But in 1994, Vietnam select to buy the Su-27 because its better then the MiG-29 in many aspects, such as range and so on.
