Honestly I don't think the IQ average of Vietnam will ever reach triple digits as the level of corruption and self interest of the officials are hopelessly high and therefore we'll see very little to no improvement/development in the most import sectors crucial to the progression of our human capital.

IQ is overrated. What is needed is ability to think critically and ability to abstract. What is needed is autonomous thinking; free movement to think. What is needed is an increase in creativity and innovation.
Children should learn to express themselves creatively. They should be encouraged to look for problems as well as solutions. They should be trusted to arrive at the right conclusion by themselves, instead of learning things by heart. That's the fastest way forward. Sadly, those things go against the policy in authoritarian regimes.
I would like to say that that's how it is in the West, but that's sadly also not true. People are not encouraged to think philosophically. They can if they want to, but it's not part of the curriculum. But at least they can if they want to.
