Yeah but it wasn't a city back then. It was called Prey Nokar and it was a small fishing village.

HCMC used to be Prey Nokar until it was expanded during Vietnamese annexation.

Well the question asks whether Saigon is built on former Khmer land. The answer is yes. However, there was a Cambodian trading centre called Prey Nokor but it died out and Saigon was built on it.

South Vietname was once a Cambodian Land, but HCMC is 100% Vietnamese. We spend the money and effort to build saigon up. No one can have credits for that except for the Viets..well maybe a few other multination western country that invest in saigon, but that's it. HCMC is and has always being of Vietnam..
