Shinzo Abe, secretary general of Japan's governing Liberal Democratic Party, made a fresh call Thursday for reinterpreting the Constitution to enable Japan to exercise the right to collective self-defense.
In an address at a Tokyo university, Abe said he is confident that North Korea will not collapse in a fashion the international community most fears, noting that the North's leader Kim Jong Il is a "rational" man.

I am surprised Abe would actually call him "rational" it doesnt seem like his character. Especially considering how aggresive he is to them. The article contradicts it's self with the statement.
