Full Version: How does the political system in Vietnam work?

I know well how the political system in the usa works...you have the executive branch, the congress, and the court...congress makes laws, pass bills, president can veto it; congress declare war and negotiate treaties, president wages war; court interprets the law, has the right to declare if a law is unconstitutional blah blah blah then you have the whole federal vs. state government thing, then the "enumerated" power thing, then the necessity and proper clause of the constitution blah blah blah

But I never knew how the political system in Vietnam works...the national assembly, the party, the congress, all that stuff, what power do they have? how do they get elected? how do they control others? (like congress and national assembly, which one is more powerful? and how do they control the other that is less powerful?)...can someone enlighten me?

CongChua, I have pleasure in providing the following:

The Communist Party has all the power. The absolute truth in the universe is "power corrupts, absolute power corrupts absolutely".

The hardcore is the Politburo (political bureau, bộ chính trị). The outer core is the Central Committee. They do the vision, strategy and planning of policies.

The National Assembly (NA) is a talking shop, they are meant to debate policies and approve or reject them, but they are not that good yet. They are also meant to select the President. Who then nominates a Prime Minister for the NA to approve or reject.

The President is to represent the state, the people and heads the Army. Can sack the government, declare war or peace (nice, huh!)

Well, from what I know the Communist party is the only party in that state. Control all political power. The people in the Politiburo is the one that have real power (not the National Committee). The National Comittee is just only a rubber stamp that approve policy of the Political Bureau which it is expected to passed within a 99-100 percent. The only thing that I don't really know is who really control the military, not who is stated to be in charge of the military on the pieces of paper. Say that there is a conflict of interest between the Chairman of the Communist party and the President. Which side will the military be royal to? My bet would be the communist party boss since there are many official within the military that have are what you call "political officers" which can sometime override a general. (Please correct me if I am wrong.)

Vietnam political system is very similiar to darwinism, with lots and lots of strategies, inter relation, and luck.

The president does not have the power to wage war. Congress has the power to declare and fund the war and make the president war chief.

The president is the commander-in-chief of the armed forces and can send troops and spies into other country but he cannot declare war. If he has no support of congress and the people then there will be no funding and he will be forced to withdraw the operation.

As regarding to vietnam, he has the right to his political claim. A political claim allows me to be different, I don't want you to deny me my civil rights because of my color, opinion, lifestyle, does that make sense?

This is a quote from Mao Zedong but I'm sure it's applicable to a certain extent in Vietnam also: ""All political power comes from the barrel of a gun. The communist party must command all the guns, that way, no guns can ever be used to command the party." Therefore, my guess is the military would be loyal to the Chairman.

yea they were having cải cách that year right? You're one year younger than me right? I was among the last students to use the old books and learned from the old program.
