Speaking to a reporter of Sai Gon Giai Phong daily, Nguyen Phu Binh, Deputy Foreign Minister cum Chairman of the Overseas Vietnamese Committee, said the Committee for Overseas Vietnamese will co-ordinate with relevant ministries and branches to create favourable conditions for overseas Vietnamese to join political and social forums and attain leadership posts in economic, scientific and technological organizations.
The move will enable overseas Vietnamese to make greater contributions to the nation, Binh said.
On favourable conditions given to Viet Kieu who wish to make contributions to the nation, the official said overseas Vietnamese investors can choose suitable investment forms either stated in the Law on Foreign Investment or the Law on Domestic Investment.
Asked about the rights of those Vietnamese who hold citizenship of other countries and have no Vietnamese citizenship, Binh noted that the government plans to grant them a paper that allows them to enjoy the same rights as Vietnamese citizens, for example clearing customs, applying for entry and exit visas, and purchasing land-use rights.
In order to attain more effective cooperation between the overseas Vietnamese community and domestic enterprises in selling Vietnam-made goods abroad, the committee has been working with the Ministry of Culture and Information on establishing a Vietnamese cultural and commercial centre in France, Binh said. He added that the centre is expected to be operational in 2005. Similar centres will be opened in North America and Russia.
In addition, the Committee for Overseas Vietnamese will co-ordinate with the Ministry of Education and Training in sending Vietnamese language teachers aboard to serve the overseas Vietnamese community there.
Currently, there are about 2.7 million Vietnamese living and working in 90 countries and territories. Their remittances transferred to the country increased from US$2.1 billion in 2002 to US$2.7 billion in 2003, and are expected to rise to US$3.5 billion in 2004.
