Vietnam to build modern car factory
HANOI - The Vietnam Engineering and Agricultural Machinery Corporation (VEAM) held a ground-breaking ceremony in central Thanh Hoa province on Sunday for its car factory, said to be the most modern in Southeast Asia.
The US$30 million (VND470 billion) VEAM Thanh Hoa Car Factory will make trucks and passenger cars for the local market and for export to other Southeast Asian countries and South Korea.
Once completed in early 2006, the factory will turn out 25,000 light trucks, 5,000 medium and heavy trucks and 3,000 passenger cars each year.
Covering 28.6 hectares, the factory comprises three major production workshops, a development research center, an experimental center and a car quality testing center.
It will have its own power, water supply stations and a sewage treatment plant.
VEAM general director Nguyen Thanh Giang said the factory is the heart of a master plan to develop VEAM's car production industrial cluster.
The factory will use complete motors manufactured by Song Cong Diezel Company and accessory parts imported from South Korea. Although the localization rate will be raised gradually to reach 70-80%, he added.
VEAM plans to sell 49% of the factory's shares after it is fully operational.

It's a domestic company with South Korean assistance, technology transfer (I presume) and S Korean parts.

How much tech transfer is happening between Vietnam and countries such as S. Korea and Japan. On the realistic level that is. I keep on hearing about how nations such as S. Korea and Japan are trying to help Vietnam by quickening its catch-up speed and helping it modernize. BUT, on the realistic sense, how much is actually happening when it comes to tech transfer?
I'm not doubting it totally, but i'm just curious if it's all talk or are the two gov't actually trying to do something to help Vietnam (of course to later use VN talent to their own advantage, but then again, it's a win-win situation, so i don't mind). I saw the other article on how S. Korea predicts that VN may catch up in 10 years, but on what basis do they say this?

Alot of Vietnamese technology that we have today are due to South Korean and Japanese assistance and aid, from our aquatic industry right through to vehicle manufacturing (joint ventures between Japanese/Korean automotive companies with Vietnamese counterparts) and information technology (Japan trains many Vietnamese IT engineers).
As we progress, Vietnam will also start to innovate upon those technologies and even create her own.

Vinacoal plans to build heavy trucks
VNECONOMY updated: 03/08/2004
The VNCC has announced plans to build a factory to produce 5,000 units of heavy trucks a year in collaboration with Russia’s largest truck maker, Kamaz.
The Vietnam National Coal Corporation has announced plans to build a factory to produce 5,000 units of heavy trucks a year in collaboration with Russia’s largest truck maker, Kamaz.
Vinacoal, as the company is known, will produce the trucks for the central and southern markets and for export, and has asked for 200ha of land in Quang Nam’s Chu Lai Industrial Zone for the plant.
The state owned company said it was to begin a feasibility study for the project but did not specify when.
Vinacoal said it hoped to use 60 percent local parts for its trucks by 2010 and to sell the vehicles at 3-5 percent lower than imported ones.
It did not reveal details about the value of the project or when the plant would go on stream. Vinacoal became, in March of 2004, the third State-owned company to receive approval to produce automobiles after the Vietnam Automobile Industry Corporation and Vietnam Engine and Agriculture Corporation.

Actually, Vietnam is assembling cars as opposed to producing cars. Importing technology, key compenents is NOT producing.
Japan and Korea transfer outdated and useless technology *to them anyway* that was used in their country 20 to 30 years ago, but to Vietnam it is a great technology to use because they are that far behind.
No country is willing or able to help out another country develop its own technology. Vietnam needs to nuture more local companies and start off small, in 20 years or so, it will become what China is now. China now has enough of its own companies to produce a consortium (gov inst. + companies - private) to work together and produce cutting edge technologies.
Many new technologies reaping massive royalty fees are ALWAYS made thorough consortiums or JV. Some examples are the CD ROM produced by Philips and Sony, the DVD by a bunch of Japanese, American and European consortium.
Japan and Korea export obselete and fairly basic technologies to Vietnam, sometimes this is a disadvantage rather than an advantage. By discovering it yourself you get a better understanding of the technology and how it works, through learning, there are some grey areas and sometimes other countries may not be 100% willing to release 100% of the technology.
Really, I'm trying to say, everyone acts in their self interests, Japan and Korea must gain something for them to help Vietnam. There is no free lunch. In the case of Taiwan, for example, Japan provides them teh tech, but in return Taiwan must produce X amount of OEM orders for Japan at a $hitty price.
