I think feet sizes vary quite a bit. I've seen short people with bigger feet then a relatively taller individual.
I think he's trying to equate the size of our feet to the size of our ("you know what!")
I think there are a couple of studies out already. Some results say the size of our foot is relative to our ("the you know what"). But some say that it does not have any correlation. So, basically it's indeterminant.

To expand on this, in a human sexuality class I attended, the professor made a little disclaimer that "the brothers in the room won't like this study, but..." penis size is independent of race. Lol, then this black guy started booing.

On a serious note, I think it's make sense. In science, there is a concept of "use it or lose it". It is just like any one of the muscles in your body. For instance, you do curl as a form of exercise, your biceps will get bigger. Use it. Work it.
