It's very nice up there in Điện Biên, if you go trekking up in the north western Vietnam take the route from Sapa - Lai Châu - Mường Lay - Điện Biên - Tây Trang - Luong Prabang (Laos), the Hoàng Liên Pass between Sapa & Lai Châu is the highest pass in Vietnam and the Pha Đin Pass between Sơn La - Tuần Giáo is the most adventurous pass in Vietnam. This north western area is still full of ethnic minorities and Kinh ethnic just recently moved in not long ago but it's changing fast especially in towns & cities where Kinh mainly settle. The road to A Pa Chải (the western tip of Vietnam where Vietnam borders Laos & China) is currently being built. This area used to be out of control of both China & Vietnam in the past and was an autonomous region for a short time (Vietnam only got it after the French moved in and signed border treaty with the Qing (Thanh) of China)

You can go to this page, and you can find the latest administrative map of all provinces of Vietnam on the drop down menu on the left navigation bar. All the pictures are in flash so I can't paste in here but you can zoom in & zoom out. I was there not long ago and while it's hot in other places, the north western Vietnam weather tend to be much cooler because it's on the other side of the Hoàng Liên Sơn Range.

This is good information. BTW, there's an ongoing scandal about officials drawing money out of the Dien Bien Phu memorial during its construction. Speaking of tourism, Quang Nam decided to pursue this lucrative "no-smoke" industry for its high yield return while keeping the environment. PS: The official that you mentioned in an early post is Le Van Bang, former Vietnam ambassador to the US. He's credited for the quote "Vietnam is a country...not a war".
