As for declaration of belongings, the principles of the law are rather simple. All valuables must be declared at the airport Customs desk as transit objects, meaning you will have the same objects on the day you quit Vietnam.
In case you lose anything during your stay, you must declare the loss at local authorities, in order to be able to produce a receipt in lieu of the lost objects (or else, you will have to pay taxes on missing valuable objects which they will consider have been sold on Vietnam soil).
You must not export more money that what you had brought with you on day of arrival in Vietnam.
