The Chinese have been doing crap like this for years. They don't respect the laws of other nations and they don't respect international laws either. To ask the Chinese to follow laws or any set of moral standards is to try to train a monkey communicate fluently in a human language, difficult, very difficult.

The Chinese infliltrate Japanese waters almost every day to get their illegal immigrants into our country, so, I don't see why this would make such big news.
